Recently, the Ukrainian government revised the rules for the implementation of social payments to internally displaced persons (IDPs) in order to provide more effective assistance in the conditions of the current challenges. The Cabinet of Ministers introduced changes that significantly affect how IDPs can access financial support, emphasizing the state’s obligation to promote the welfare of its citizens during wartime.
Changes in the order of payments for IDPs
Key adjustments were made to the procedure for payment of funds to IDPs. The innovations concern both new applicants and those who have already received assistance before. This provides a broader and more inclusive approach to providing for displaced people.
Below are the main changes:
- IDPs who were outside Ukraine and are returning can now apply for payments within fifteen working days of their arrival. This provision is intended specifically for those who submit a request for the first time.
- Persons displaced for the second time beginning in August 2023, in particular due to a forced evacuation or a disaster at the Kakhovskaya HPP, have the right to reapply for financial assistance. These categories of citizens will receive support for another six months.
- IDPs will be able to receive payments within three months from the date of cessation of hostilities or temporary occupation of the territorial-administrative units from which they resettled.
In addition, the government has established requirements for IDPs of working age who do not have a job. Within three months after receiving the benefits, they must take active measures for employment. This can include looking for a job, registering as an individual entrepreneur, applying for business grants or training vouchers, or registering as unemployed at a job centre.
By making changes to the system of financial support, the state seeks to provide more effective assistance, taking into account the diverse needs of its resettled citizens. The increased flexibility and extended duration of funding are important steps in ensuring that all affected people receive the attention they need at this difficult time.
